SUMMARY – MOST COMMONLY QUESTIONED or VIOLATED RULES

 

This list is to assist residents with ordinance compliance.  There are many ordinances governing our city that are not mentioned here.  We are undergoing a standardization and mechanization process for the city’s ordinances and hope to have them electronically available by summer 2004.  The Greendale Residents’ Handbook will be updated this year also.  If you are in doubt about something that might be governed by a city ordinance, be safe and call City Hall to inquire.  In case you did not know, ignorance of the law never excuses any of us from following it.  Hope this helps!

 

VEHICLES - LICENSING, PARKING

·        Vehicle stickers (red) – required on all Greendale residents’ vehicles.

o       Must be placed on inside lower rear/side window, driver’s side.

o       Paid annually with St. Louis County Personal Property Tax ($6.00).

o       If car added, new sticker ($6.00) due immediately; $5.00 if replacement vehicle, with paid Personal Property Tax receipt.

o       All vehicles in Greendale must display current state plates/stickers, even if parked on private property.

·        Parking – all vehicles must be parked on paved driveway, carport or garage, or on paved part of street.  No part of wheels can be on curb, tree trace or yard.

·        No vehicle can remain parked on the street for more than seven days without moving it.

·        Commercial vehicles, RVs not allowed to be parked on street overnight.

 

ANIMAL LICENSE, LEASH LAW, ANIMAL WASTE

·        Over 4-month-old dog or cat - tag/license due MAY 1st annually ($5.00).

·        Current St. Louis County vaccination certificate required.

·        Leash law passed in 2003 – requires all dogs be on leash if off owner property, and must be restrained by leash or fence, or indoors if on owner property.

·        Animal waste must be removed from owner’s property.  It is illegal to allow your pet to defecate on city property or on another’s property.  Take your scooper!

 

BUILDING PERMITS REQUIRED FOR

·        Building or room additions; plumbing, electrical or mechanical work (permit required from St. Louis County Public Works).  Items below = Greendale permit.

·        Decks, including handicap ramps.

·        Driveway replacement, or new driveway.

·        Walkway replacement, or new walkway.

·        Porch or step replacement, or new construction.

·        Fences.

·        Tool sheds (must be on concrete pads).

·        Carports.

·        Sidewalks are city property.  Permit required to replace or repair public sidewalks.

·        Building permits are $50 plus 1% of total labor and material cost of job.  Sketches drawn to scale and most often property surveys required.

 

OCCUPANCY, HOUSE/APARTMENT SALE or RENT

·        Changes in occupancy require an inspection ($60) and new occupants require occupancy permit ($25) BEFORE moving in.  Applies to residential and business.

·        Owners must apply and pay for the inspection BEFORE the sale or rental occupancy.  Please allow several days to two weeks for the entire inspection and re-inspection process to be completed.

·        Property must pass inspection BEFORE occupancy can be granted. 

 

GARAGE SALES

·        Permit required ($1.00).

·        No more than two garage sales per year per household, not to exceed two days.

·        Must be between 8:00 a.m. and 6:00 p.m.

 

POSTING STREET ADDRESSES

·        The address on every house must be clearly visible from the street.

 

NOISE, PEACE DISTURBANCE

·        Please be considerate of your neighbors’ peace and quiet.  Loud music or other loud noises at any time that disturb neighbors violate city nuisance and/or peace disturbance ordinances.

·        Construction projects and associated noise must be limited to after 8:00 a.m. and before 9:00 p.m. on weekdays, 9:00 a.m. and 9:00 p.m. on Saturdays and Sundays.  The same time frames apply to mowing the lawn and other noisy activities.

 

YARD MAINTENANCE

·        Yard and tree trace grass must be kept cut – citations issued if over seven inches tall.

·        Front/rear yards should be free of weeds/other unsightly vegetation, bare spots.

·        Yards should be clear of junk, debris, old furniture, etc.; street gutters cleared.

 

ANNUAL EXTERIOR SURVEY (SPRING/SUMMER)

·        Inspectors will survey the exterior of all Greendale properties in May.  Notices will be sent to those homes requiring repairs or corrections.  Some of the most common problems are yards/tree traces/street gutters not kept mowed and clear of debris, leaves; leaves and other growth in house gutters; damaged house gutters; crumbling or severely cracked and/or sunken steps, porches, driveways, walkways; insecure railings; deteriorated roofs and chimneys; peeling paint; cracked or damaged windows; damaged garage doors.

CITY OF GREENDALE TRASH, RECYCLE, YARD WASTE SCHEDULE & RULES (updated 3/2004)

(Please KEEP this information sheet for future reference).

 

TRASH/GARBAGE/SOLID WASTE, RECYCLABLES, AND YARD WASTE WILL BE PICKED UP BY WASTE MANAGEMENT ON MONDAYS ONLY.  This includes St. Charles Rock Road apartments.

 

Each household should have one 90-gallon rollout trash cart and one recycling bin, courtesy and property of Waste Management.  If you prefer the 64-gallon size rollout cart, call Waste Management directly at 314-506-4700 to request the change.

 

Below is a summary of rules for solid waste, recycling and yard waste.  Ordinance violations will result in a citation that includes a fine plus court costs.  See reverse side.

1)      Residents are allowed to place additional covered/lidded trashcans at the curb with the rollout cart provided by Waste Management, front facing curb.  Trash containers must have lids.  Additional recycling containers can be placed at curb.

2)      NO PLASTIC GARBAGE BAGS ALLOWED AT THE CURB UNLESS THEY ARE INSIDE COVERED/LIDDED TRASH CANS.

3)      Boxes being discarded should be broken down and placed at the curb.  Other large &/or bulky items that won’t fit in a trashcan may be placed at the curb.

4)      Yard waste must be in commercial paper yard waste bags or in trashcans and placed at the curb.  NO PLASTIC BAGS of any kind can be used for yard waste.  Brush/limbs must be cut to no more than 4 feet in length, tied & bundled.

5)      Yard waste will be picked up all year round, just as recyclables, trash.

6)      Recyclables should be in the recycle containers provided by Waste Management, but additional recycle containers can be placed at the curb also.  See list on back.

7)      NO mixing yard waste and trash/garbage in the same container – it’s illegal.

8)      Do not place trash/yard waste/recycling containers in the street – only at curb.

9)      Call Waste Mgt. for items too heavy/bulky for one man to lift, (including appliances – MUST REMOVE DOORS!).  Pick up by APPOINTMENT ONLY.  Resident must arrange directly with Waste Management (506-4700) for pickup.  There is no charge for heavy item pickups, per Greendale’s contract with Waste Management.  If you were charged, call WM directly for refund.

 

All trash cans, recycle containers and yard waste should be placed at the curb on Sunday evenings or by 6:00 a.m. on Mondays.  If there is a WM-observed Monday holiday (only New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day), pickups will be on the next day, Tuesday.  All emptied containers should be removed from the curb and returned to the resident’s yard, out of view from the street, before the next day or citations will be issued.

·        NEWSPRINT CANNOT BE RECYCLED IF WET

 

 

NOTE:  CHECK THE NUMBER IN THE TRIANGULAR RECYCLING SYMBOL located on the base or the label of the glass, plastic, aluminum, steel or tin container.  As long as the number in the triangle is a 1 or 2, the item is acceptable.

 

For all containers placed in recycle bins:

·        PLEASE RINSE CONTAINERS

·        NO NEED TO REMOVE LABELS

 

GLASS (bottles, jars acceptable) - NO CERAMICS, PANED GLASS OR PYREX

 

ALUMINUM, TIN, STEEL CANS (soda, canned goods, etc.):

·        MOST CANS ACCEPTABLE – check the number!

·        NO OTHER ALUMINUM, TIN OR STEEL PRODUCTS

 

PLASTICS (soda, water, juice, milk, and other bottles, jugs) – check the number!

 

PLASTICS NOT ACCEPTABLE FOR RECYCLING INCLUDE ANY CONTAINERS WITH A NUMBER GREATER THAN 2 IN THE RECYCLE TRIANGLE LOCATED ON THE BASE OR LABEL OF THE CONTAINER. 

 

EXAMPLES OF UNACCEPTABLE PLASTICS INCLUDE

·        ANTI-FREEZE BOTTLES

·        OIL CONTAINERS

·        BUTTER TUBS

 

UNACCEPTABLE TRASH/GARBAGE

The following items are UNACCEPTABLE for pickup at any time.

  • Tires – turn in the old one when you purchase the new one.
  • Batteries – turn in the old one when you purchase the new one.
  • Used oil – find service station or car repair shop that accepts used oil for recycle.

·        Christmas trees – drop off locations will be on the Greendale web site and/or in newsletter.  The state forbids Christmas trees being dumped in landfills.
